The 2006 General Assembly passed House Bill 572 requiring that after July 12, 2006, anyone seeking an initial certification offered by the Office of Mine Safety and Licensing will be required to pass both an 11-panel drug test and a breath alcohol test to obtain certification. In addition, there are additional training requirements for new miners and for retraining of miners and supervisory personnel. The Annual Report totals for number of inspections for the years 2000 and 2002 reflect individual inspectors on-site. For example, mines that are below the water table require two inspectors on a single inspection. In the years 2000 and 2002, these instances were counted as two inspections instead of one. The correct number of inspections performed for 2000 is 1,081. In 2002, 2,134 inspections were performed.
